Fotosizer doesn't differ from any other application in this category. Based on my experience, anything higher than 20-30 % increase value will show you signs of quality loss. You should stay between the mentioned values. Additionally, increase the size, then press Ctrl + Z and repeat the step until you get to a maximum value.
